When you measure, do you measure on top or underneath? I remember reading somewhere that if you measure from underneath it's longer. I've never tried so I don't know how much difference there is. Is there any truth to this?

No, it's longer if you measure it on the top. And, that is the correct way to measure. According to some websites I've seen.
